The report discusses two metaphors for the type of alliances in which various organizations work together to achieve a common goal: the Octopus and the Amoeba alliances. Each has it's own ways of collaborating. In the Amoeba alliance all members are organically involved in collaboration. The Octopus alliance has one lead organization that collaborates bilaterally with various (often smaller) partners. Also, in general, there is no common direction or collaboration across alliances.
